When a composite beam is under flexure loading, say 3-point bending load, applying 3D Tsai Hill Failure criteria using tensile material properties yields in missing the tensile-bending coupling effects. What is the failure criteria used for flexure failures or buckling failures, and how is that implemented in Abaqus/Ansys?

What tensile-bending coupling effects you are referring to? Due to bending, you will have stresses not uniformly distribution over the cross-section, and over each layer (if the beam is a laminate). If you use a tool like #VABS to back calculate the 3D stress distribution over the cross-section, and apply a failure criterion at each point, you should be able to capture what you want to capture.
